Only way I have ever been able to get rid of annoying people on publicly accessable forums is to ignore them, and tell all of the normal users to ignore them also. Next step is to quietly delete each and every post from that user, but don't you or any of your users every reply to any of the persons posts or you just fuel their need to piss people off. There are no sure fire way to ever get rid of anyone completely, unless you password protect your board (and even then its still possible to get a loser in there still). With places like Altavista, NetZero, etc giving people free internet access, people can change ISP's like hats, and if they are on someplace like AOL, or a very large ISP normally all of the ISPs users will be seen as coming from anything from dozens to a few hundred oddly named caching proxy servers, it helps the ISP's offload alot of network traffic by caching pages that everyone visits over and over... cutting down the high speed lines they need to support x number of people... so if you block 1 person at AOL, or WebTV you are probably blocking EVERYONE at AOL or WebTV, etc. Nothing like blocking 21 million users (AOL), because of one idiot.

Best advice is to just swallow it, and ignore their postings fully... or they will just keep coming back to pick on you...like a bully in grade school... if they make you cry once, they will be back to make you cry everyday....because...well because they can...
