After many, many years on dial-up bbs systems, the web, and other forms of communications there really is no sure fire way to limit annoying people access unless you know everyone you are giving access to personally. IP addresses are worthless to try and block. If you were to block the IP address I am currently posting from you would knock out the other 36,000 people behind the corporate firewall between our Intranet and the Internet as a whole. Not a great alternative to remove one annoying person. I agree with the other poster that the best policy is to probably ignore completely the offending user... if you feed them what they are looking for they will keep coming back, if you ignore them, they will end up (hopefully) desiding that its boring to not get people heated up over their posts and will move on to someone elses board.

Wish there was better news, but no known blocking of people except for userid/passwords only given to people you personally know and no one else, you will never beable to fully block a person that really wants to post.
