I got my list of M.A. populations from an old
Information Please almanac. But, there are
some free web sites, like

When I get the GRASS GIS software installed
and working, I will have access to lots more
data, plus tools. (I checked, and it has a
Voronoi/Delaunay tool. It also has a population
averaging tool, where you get to set the diameter
of the circle inside which the averaging is done.)
