Subject: I have some question about ESRI Arc Explorer

I downloaded and installed Arc Explorer. No problem.
Then I went to the TIGR site and downloaded some
census data.
The census files can be added to an AE project as
overlays, and they show up in the window of overlay codes.
But, NO MAP APPEARS.
I tried downloading a "base map" from the ESRI site.
But, no matter how I try, I can't get any project to recognize
the base map file and import it.

Clearly, I'm missing something basic about how ESRI
needs a base map and how to make said map known to
the software.

Can you point me at a tutorial or just answer. I would
really appreciate some help.
