Based on your statements here, I wish you good luck (sincerely) in your efforts.

I'd hammer on Kia to prove that the belt wasn't changed. Do you still have broken belt? Comparing it to a new one would surely help your case. Did your mechanic use an OEM Kia belt? Even if he did, the markings on a replacement belt may be different than the factory installed belt. That needs to be checked out (if possible) to help bolster your case.

Did the new belt break when the engine self-distructed? The breakage of a belt simply failing (as in a high mileage belt) has to look different that the pull-apart failure caused by a seized motor... or so I would think.

Since your 20k-usage belt was most likely NOT the point of failure, then the internals of the engine had to go first would be my assumption. It sure seems like that condition would be diagnosable.

How high up the chain-of-command at Kia have you gotten so far? Keep climbing until you get a hold of someone who's willing to work with you.
