Taiwan is an obvious choice, but so is North Korea, India or even Russia. Though NK is the most likely if you want a cynical viewpoint of who's their weakest neighbor. For proof of that, look at any of the dark earth pictures, that show electric lights. Find North Korea.

Don't care how much they've spent on their military, they don't have the infrastructure to support it for more than a week.
