I do see the GUI of the tool after using the shell context menu, the error happened when I tried to execute a split. 
 
I tested the merge function on a different pdf file and it worked. I tested the split on the same pdf file and it also worked.  Perhaps it was the age of the file I was testing before but the command line function worked on it.
