What about waiver priority based on record?
Worse record gets first dibs, best record gets last chance.
This would eliminate all problems and everyone would be happy. Even though I DO NOT think there is any funny business going on, I feel it is unfair to put the Commish in a situation where he must determine who gets free agents without anyone else present. Waiver priority is the answer, not silent biding. This way will completely take all of the second guessing out of the picture.
