The Miss World Beauty Festival pageant brings together international young Ambassadresses, each equipped with extraordinary talents and potentials. Many will go on to become leaders in various fields in their countries of origin. In this pageant, you will be able to work with professionals in the industry. You will be trained by one of the most sought-after director for fashion shows in the country today. For your personality enhancement sessions, top models and former international beauty queens will assist you and famed photographers will be capturing your best shots. Most importantly, your participation alone will give access and enjoyment in the various forms of creative cultural expressions that you will showcase to the world.
This Festival hopes to strengthen international cooperation and solidarity in the dissemination of cultural expressions of all countries. In other words, winning this pageant is secondary. The experience you will gain during the staging of the Miss World Beauty Festival will leave you an opportunity to promote further understanding of the values of cultural diversity in order that we all learn to live together better in this planet. Only one lucky delegate will get a chance to wear this prestigious crown - to her we say congratulations. I. INTRODUCTION
What is Miss World Beauty Festival?
The MISS WORLD BEAUTY FESTIVAL prides itself on being the newest international beauty pageant that not only focuses on beauty, talent, and fitness, but also on global culture, art and tradition. The pageant is organized by PHILIPPINE WORLD BEAUTY FESTIVAL INC.
THE PWBF Inc. is an organization duly registered with the Philippine Securities and Exchange Commission, the Department of Trade and Industry, the Intellecual Property Office, and the International Organization for Standardization. The concept of producing an international beauty pageant that highlights not only beauty, intelligence and poise but also different cultural festivals around the world. Thus, the Miss World Beauty Festival was born, an annual beauty search for a woman with a unique blend of beauty, talent, respect for culture and a strong ability to foster contacts between professionals and practitioners in the cultural sector through networks, cultural exchanges and capacity building programs. The winner of this title will support dialogue and regular exchanges between information and communication technology experts and governmental and non-governmental actors of the cultural sectors.
The United Nations Educational, Scientific and Cultural Organization (UNESCO) defines culture as a set of distinctive spiritual, material, intellectual and emotional features of a society in addition to art and literature, lifestyle, ways of living together, value systems and traditions. In other words, culture is the pursuit of all matters that most concerns humankind, a culture of peace. Various forms of learning are necessary but not sufficient condition for a culture of peace. It is through understanding and mutual appreciation among individuals, groups and nations that stand at the heart of any program for peace building. The decade 2001 to 2010 has been declared the United Nations International Decade for Culture and Peace and Non-Violence for the Children of the World.
As Ambassadress of Beauty with a Purpose, the winner uses her title to help build peace in the minds of everyone and around which people can mobilize for the common good. Specifically, Miss World Beauty Festivals goals include encouraging bilateral and multilateral cooperation among the young people; support and implement plans and programs in relation to education for a culture of peace; promote networks for peace, human rights, democracy and non-violence in the domains of the environment, gender equality and social integration.
Miss World Beauty Festival is not only a beauty pageant search and presentation of the most beautiful and brightest young women around the world, but also serves to showcase a variety of festivals and diversity of culture from different countries. Truly, the delegates are beyond a dazzling combination of beauty, grace, poise, and intelligence that represents a new breed of future leaders.

The Philippines (Filipino: Pilipinas, officially known as Republic of the Philippines [Republika ng Pilipinas]; RP) is an archipelagic country located in Southeast Asia with Manila as its capital city. This East-Asian country had been host to Miss Universe 1974 and 1994, all the Miss Earth international pageants, The Philippine archipelago comprises 7,107 islands in the western Pacific Ocean, sharing maritime borders with Indonesia, Malaysia, Palau, the Republic of China (Taiwan), and Vietnam. Its national economy is the 46th largest in the world with an estimated 2008 gross domestic product (GDP) of over US$154.073-billion. There are more than 11 million overseas Filipinos worldwide, the largest diaspora network in the world, about 11% of the total population of the Philippines . Ecologically, Philippines is considered to be number one of the most megadiverse countries in the world. Catholicism is the countrys predominant religion, although pre-Hispanic indigenous religious practices still exist; there are also followers of Islam. Spanish was an official language of the Philippines until 1973. Since then, the two official languages are Filipino and English.
Ideally, Philippine culture is best experienced in events and activities that highlight what Filipinos are passionate about faith, love for country, family and cultural expressions. It is home to a multi-ethnic people with a varied blend of races, beliefs and customs borne from centuries of foreign influence. Modern Philippines has many affinities with the western world, derived mainly from the cultures of Spain , Chinese, Latin America, and the United States . There are as many festivals as there are towns in the Philippines and when you attend and enjoy a Filipino celebration, you come closer to understanding the culture of the people.
Filipinos love to foster the mobility of artists and other cultural professionals and there is no better way of celebrating than by having festivals: Ati-atihan in Kalibo, Aklan, January, the best and biggest in the country, it commemorates the feast of the Sto Nio with a week-long street party. Groups of dancers dressed as the aboriginal Ati representing different communities from the city participate in the festive weeklong street party; Pahiyas in Lucban, Quezon where there is the annual May festival and witness the colorful display of thanksgiving offerings which decorate the houses lining the street where the procession of the image of the patron saint, San Isidro Labrador, will pass. Giant paper-mach effigies join the parade to add to the spectacle of a celebration; the August Kadayawan Festival in Davao City is a celebration that interfaces the tribal, industrial and arts and entertainment highlighted by floral floats and the islands tourism; the Pista y ang Kagueban (Feast of the Forest) is an environmental feat showcasing massive tree planting in Puerto Princesa City; and finally, the October Masskara Festival in Bacolod City coincides with the citys charter day celebration and the Festival features carnivals, fairs and a mardi gras-style parade by costumed and masked street dancers.
Other unique Philippine cultural events and activities include the cultural spectacle Santacruzan a Maytime procession of beautiful Philippine maidens staged as a re-enactment of St. Helens quest for the Holy Cross; the awesome display of Filipino religiosity in the frenzied Black Nazarene procession during the Quiapo fiesta every January in Manila; the Holy Week rituals in San Fernando, Pampanga proof of the Filipinos deep Catholic roots; and the displays (giant Christmas lanterns), rituals (dawn masses) and traditions (noche buena feasts) that mark the Filipinos celebration of Christmas.
There are a lot to see in the Philippines . The country is blessed with a beautiful environment and skilful people whose talented hands created some of the most magnificent man-made structures in the world such as the UNESCO World Heritage Site, Banaue Rice Terraces; the well-preserved Spanish-style architecture in the historic town of Vigan, Ilocos Sur; the Baroque-style Philippine World Heritage site churches: the San Agustin Church in Paoay, Ilocos Norte, the Nuestra Seora de la Asuncion (Our Lady of the Assumption) Church in Santa Maria, Ilocos Sur, San Agustin Church in Intramuros, Manila, and the Santo Tomas de Villanueva (St. Thomas of Villanueva) Church in Miag-ao, Iloilo.
The Philippines is one of the many tropical places in the world that has a lot to offer when it comes to natural tourist destinations. It is divided into three island groups namely Luzon, Visayas and Mindanao . Each island group gives diversity when it comes to tourist destinations. Luzon , being the largest division, has numerous tourist attractions that are truly world-class. This includes historical sites, dramatic sceneries of various landscapes and of course, the exceptional beaches. The smallest active volcano in the world Taal Volcano in Batangas; the volcano with the most perfect cone, Mt. Mayon in Legazpi, Albay; the unique land formation that is the Chocolate Hills in Bohol. Marvel at the endemic Philippine fauna: Tamaraw, Tarsier, Philippine Eagle, and a lot more!

For good reasons, the Philippine World Beauty Festival, Inc. is happy to have Dr. Virginia A. Teodosio in navigating the course of the pilot launch of the Miss World Beauty Festival international beauty pageant in the Philippines . As president, Dr. Teodosio provides the leadership of the PWBF Inc.
Professor Virginia A. Teodosio is a Ph.D. graduate in Political Economy at the University of Sydney in Australia . She was a scholar for five years under the University of Sydney Graduate Studies Program . Her expertise include cooperatives, gender studies, incomes policy, social and political theories, industrial relations and human resource management theories. Aside from being the Founding President of PWBF Inc., Dr. Teodosio was also the Founding Director of the Philippine Cooperative Center ( 1996) and Founding Chairperson of the University of the Philippines Employees Housing Cooperative ( 1990). Currently, she is a Professor of Industrial Relations at the University of the Philippines School of Labor and Industrial Relations. She was once a professorial lecturer at the Department of Economics at the Ateneo de Manila University and at the then Maryknoll College .
Dr. Teodosio is a member of the United Nations Expert Group on Cooperatives representing Asia with India which met in New York in April 2009. She co-wrote a book on Cooperatives, Social Capital and the Shaping of State Transformation in 2008 with a research fellowship given by the UNESCO Paris Participation Research Programme. Other fellowships and scholarships include: Trade and Gender, E-Learning Course, The World Bank Institute in Washington D.C. USA (Jan. 28 to Feb. 15, 2008); Gender, Economic Development and Poverty Reduction, E-Learning Course, The World Bank Institute in Washington D.C. USA (April 4 to 30, 2007); Alumni Award for Achievement at the University of Sydney, New South Wales, Australia (1992); Visiting Research Associate, School of Economics at the University of the Philippines, Quezon City, Philippines (April 1985 to March 1996); recipient of the Frank Coaldrake Traveling Scholarship by the University of Sydney (1985); Fellow, International Development Research Center (Canada) and East-West Population Institute (USA) Conference on Asian Labor Migration to the Middle East in Honolulu, Hawaii USA (Sept. 19-23, 1983); Fellow, International Labor Organization First Regional Course for Trainers in Labor Administration in Turin, Italy (Sept. 29 to November 7, 1980).
Dr. Teodosio has represented the Philippines in 22 countries to name a few: Why Women? What Politics? The Power of the Women Electorate in Taipei, ROC (Sept. 1997); The Power of the Women Electorate Third Congress in Fiji, Japan (Nov. 1996); The City Summit, Second National Conference in Human Settlements in Istanibul, Turkey (June 1996); International Industrial Relations Association 10th World Congress in Washington D.C., USA (June 1995); Industrial Relations and Human Resource Development in Tokyo, Japan (Sept. 1994); Study visit at the Osaka University Faculty of Economics and Law, Osaka, Japan (June 1993); Study visit sponsored by the World Federation of Trade Unions in Moscow and Kiev, USSR and in Prague, Czechoslovakia (June 1989); study visit sponsored by Friedrich Elbert Stiftung in Bonn, Stuttgart, and Dusseldorf, West Germany (July 1989); study visit at the Office of the National Association of Local Government in London, UK (July 1989); and study visit in Ruskin College at Oxford University in Oxford, UK (July 1989).
Dr. Teodosio is a proponent of wellness, beauty and organic products. She shares the view that beauty pageants should contribute to achieving concrete and sustainable results as well as structural impacts, where appropriate, in the cultural field as well as help create new cultural industries.
The journey begins. Welcome to the unique and newest beauty pageant for ladies showing tenderness, benevolence, friendship, beauty, intelligence, ability to take action, and, most importantly, a great international sensibility!
Miss World Beauty Festival is open to all countries, region and territories. Being the newest pageant for young women has given MWBF a chance to open doors for all women around the world. The MWBF 2009 competition will be held November 21st, 2009 at the Philippine International Convention Center in Pasay City , Metro Manila, Philippines. Starting on November 8, the event will give each contestant the opportunity to learn about customs and family life in other countries, along with the chance to share her beliefs and make new friends during the entire weeks of activities leading up to three exciting evenings of competition.
The focus behind Miss World Beauty Festival is to showcase single women, who are 18 to 28 years old by November 1st of competition year, and are a resident of the territory or a citizen of the country that they represent. Each contestant competes in Interview Competition which is valued at 40% of their total score, Evening Gown, valued for 20%, Fitness Wear for 20%, and Fun Fashion Wear 20%. Each contestant has the opportunity to select a platform of her choice, that she spends the year promoting.
RULES AND REGULATIONS
Contestant must be a minimum of 18 years of age and no older than 28 years of age by October 1st of competition year. She must be born female.
Contestant must be of good health & moral character.
Contestant must be single, never have been married, nor given birth to a child.
Contestant must never have been convicted of a felony crime.
Contestants may represent the country they were born in or currently reside in. Contestant must have proof of birth or current citizenship of country she represents.
Contestant must never have nor will she during her reign pose for any photography, video or film associated with nudity or pornography. Nor has she ever or is presently involved with any type of employment involving partial or full nudity.
Any contestant and/or family member or guest showing less than sportsman like behavior will lead to the disqualification of the contestant.
All decisions of judges are final and irrevocable.
Contestant agrees to abide by all rules and regulations of the competition.
Contestant will permit Miss World Beauty Festival and their licensees the right to use contestant's photograph for publicity purposes in connection with all Miss World Beauty Festival competitions.
Contestant will permit Miss World Beauty Festival and their licensees to televise live or by use of film or videotape any portion or all of the competition.
Contestant understands that if selected a winner of her competition, that for one year her professional affairs, as said winner, will be under the sole management of Miss World Beauty Festival and /or their licensees and that she will not give any written or oral endorsements commercially, without the expressed permission of said same. Contestant further acknowledges that all rights for any appearances, endorsements, speaking engagements, acting roles, etc. resulting from winning or being a contestant in Miss World Beauty Festival shall belong exclusively to same.
