unfortunately i know of at least three clubs (for sure) who make payments outside of their "books" (no implication to Uni intended). If payments and income are not put through a club's books, the hierarchy will not be able to pick up on it unless they can gain access to the player's bank accounts. even then, there is no guarantee the player will bank their monies. At this level, a salary cap is a good idea, but not able to be policed adequately.
