Quick thoughts:

A test at the island entrance is too easy to "fake" and unreliable, maybe a whole outer ring witch is a culture unto itself? The people could be aquadiems "serving" (like jury duty or army enlistment) as "observers" of new arrivals.

Your "two rules" are very good though, your rule 1 is really 2 rules (faith in others + balance in self)

How is this determined?, faith is by definition "belief in the unseen or unproven"

Marriage thing a bit vague, if it is that vague we simply do not mention it at all.

Sending children out into the real world is pretty cool. If they get in trouble do we send another citizen to help them? Or are they completely onm their own, what if they meet someone and want to take them to utopia -- do we smuggle people in? How do aquadiems know how to return since the ROW (rest of world) cannot find there way into utopia?
