In the Rolemaster gaming system, all types of mages/clerics/healers or what not, have a chance to fail any casted spell. This chance is great at 1st level, but decreases as the character goes up levels.

Now, when that character gets to the point of casting 2nd level spells, the 2nd level spells have the same failure chance as a 1st level character casting 1st level spells...But the "3rd" level character casting 1st level spells has an easier time at it.

I can get into more specifics if you are interested. It isn't really all that complicated. This ruling was one of the big things I loved about Role/Rule/Chart Master.

When a spell fails, you roll again to find out how badly you casted it. Anything from nothing happening to very catastrophic things could happen.

Though with Rolemaster a 1st level character could cast higher level spells, but at a huge chance at a failure. Pending on the spell level.
