Either way. However, Ghosts are not undead, just disembodied souls. Undead are considered extremely revolting in this game, as they do not have souls.

There are several options.
1) Start with 1st level characters - living. If they die, continue as a ghost.
2) Pick a character you have played in the past that has died (Shazaar, Tanner, etc.), and bring him back as a ghost, and we can start from there.
3) Roll up ghost characters of 6th level or so.
