Subject: Attack! Rules Understanding

After reading the rules on my own, here is what I have determined:

Any or all armies can be moved during a movement phase, meaning multiple battles can occur. Tanks and planes may move twice and still Blitz.

And this special note, as written:

The acting player does not have to reinforce up to the maximum number of units, but must have at least one unit committed to battle after reinforcing.

The Communists and Democracies both get points for minor neutrals of their type. I still understand this to mean "taken" (though the Democracy will naturally want to do it diplomatically). Otherwise, with the aforementioned movement increases, such zones will disappear quickly, and being that there is practically no way to defend these neutral zones from being taken by others, it is logical to conclude that these two countries will gain points for the taking of said neutral territories, as we agreed last night, not their existence on the board at game's end.
