All the math is correct. You're basically saying that this formula can be used when players are given a vague instruction like go up/down a level. The formula moves them to the same percentage of level that they previously were at -- they move EXACTLY one level.

The inclusion of spending xp for PrR's is really just a complication. When phaidon "goes up a level" he gains 14,213XP. You could choose to spend all of it on PrRs if you so desire, right? There's no reason to complicate the process with further complications.

Anyway, the calculations are more precise but here's a much simpler method that's almost right:

D&D levels are gained in regular increments that correspond to your current level*1000:

At 1st level you need 1000xp to level up
At 2nd level you need 2000xp to level up
At 3rd level you need 3000xp to level up
etc etc

So:
Phaidon is 14th level and loses a level? -14,000xp
Phaidon is 14th level and gains a level? +14,000xp

Being really close to either end of the min or max of a level could result in gaining or losing too much xp but you can just use common sense and adjust.
