General Requirements for Defect Repair/Work inside
Distribution Substations of The Hong Kong Electric Co., Ltd.


This document provides the general guidelines, safety precautions and technical requirements to customer and his /her contractor who needs to carry out defect repair and/or work inside distribution substation of the Hong Kong Electric Co., Ltd(HEC) with energized apparatus. These guidelines set out the general requirements only and are no means exhaustive. The contractor shall consult HEC the specific requirements pertaining to the intended work on a case-by �case basis.


1. GENERAL GUIDELINES
1.1 Apparatus and equipment inside distribution sub station of the Hong Kong Electric Co., Ltd(HEC) are energized at all times. Any contractor and his/her workers under his/her control should not interfere with any apparatus/ equipment during the course of work inside a substation.
1.2 All activities and work done by the working party must be in full compliance with the current Ordinances, Regulations, Codes of Practice etc. of the Laws of Hong Kong.
1.3 Under Construction Sites (Safety) Regulations, a distribution substation is classified as a construction site and only those who are in possession of valid Construction Industry Safety Card and wearing safety helmet are allowed to access and work inside a substation.
1.4 Smoking is strictly prohibited inside distribution substation.
1.5 Drilling is normally not allowed inside distribution substation. If drilling is required for the installation of wall/celling mounted equipment, prior approval must be obtained from HEC and metal defector to ensure no embedded installation must be used before drilling.
1.6 Hot work is not allowed unless prior approval has been obtained from HEC engineer and a hot work certificate will be issued to the contractor for the proposed work.
1.7 A 4.5 dry powder type fire extinguisher (or equivalent) should be made readily available by the contractor at the point of work during the whole working period in a substation.
1.8 Works Inspector
1.8.1 Works Inspector(WI) will be deployed by HEC to a substation for providing access and supervision to customer or his/her contractor who needs to carry out defect repair/work in a substation.
1.8.2 Request for WI should be made in writing or through Form C&M 62 �Request for Works Inspectors Services for Access into HEC Substation�� at least 2 weeks before the date of access to substation is required. Request with shorter notification will be assessed on case-by-case basis depending on the availability of resources.
1.8.3 Normal working hours inside distribution substation will be from 0915 hours to 1600 hours, with 1 hour lunch time, from Monday to Friday. Normal working hours on Saturday will be from 0915 hours to 1200 hours. No construction work shall be carried out on Sunday/Public Holidays or any Weekend between 1900 hours to 0700 hours. The working party will be required to sign out the actual working times inside the substation for record and control purpose.
1.8.4 For working period over 1 day, the actual site work shall be carried out in continuous manner and the actual working hours on site should in no case be less than 5 hours a day in order to complete the work in the shortest possible time.
1.9 The contractor shall be responsible for cleaning of debris, materials, tools, equipment, temporary works and protection to HEC apparatus/ equipment from the substation on a daily basis unless otherwise arrangement agreed with HEC before work.
2. TECHNICAL REQUIREMENTS
2.1 Protection on Apparatus/ Equipment
2.1.1 No work shall be carried out in close proximity or above energized equipment, such as HV switchgear, transformer, LV panel and LV busbar etc., unless the situation is assessed by HEC and proper temporary protective cover, de-energization of the substation/equipment may be required.
2.1.2 Equipment protective covers shall normally be erected by HEC before defect repair/ works commence and the contractor shall not interfere with the covers during the course of work. Depending on the working method, the contractor will be required to erect separate means of protection against inadvertent damage to HEC equipment during the course of work.
2.1.3 For works where protective cover is not required, the contractor shall also be responsible to provide non-flammable canvas sheet to cover the directives of HEC, the apparatus/equipment near the working area to protect against possible contamination/damages during the course of work.
2.2 Access to High Level
2.2.1 Only non-metallic and non-bamboo ladder is allowed to use inside a distribution substation for access to high level, it should be coated with fire retardant paint. The movement of ladder inside the substation has to be consented by HEC.
2.2.2 Metal scaffolding is not allowed inside energized substation.
2.2.3 Bamboo scaffolding is allowed to use only if its usage is in compliance with the following requirements.

The Hongkong Electric Co., Ltd. shall not be liable for and shall be kept indemnify from any claims, losses or damages whatsoever and howsoever arising from any defect repair/work inside a distribution substation undertaken by a customer and/or his/her contractor.

� Surface of all bamboo members must be coated with fire retardant paint.
� T The erection of bamboo scaffolding should comply with the relevant statutory requirements.
� e The scaffolding is erected and removed from substation within the same working day
� In case of scaffolding used at a substation with duration over 1 working day, the contractor should submit a method statement in advance to list out the additional safety precautions that will be adopted at site for the HEC�s comment/approval.
2.2.4 Any working platform with height of 2m or more above ground level should be erected in accordance with the current requirements in Construction Sites (Safety) Regulations or other relevant regulations. The contractor must not use any existing fixture/equipment inside the substation for anchor points of safety devices.
2.2.5 No objects with length longer than 2m should be brought into the distribution substation unless prior approvals on the objects and its delivery method/ route are obtained from HEC.
2.3 Storage of Tools, Equipment and Materials
2.3.1 Contractor should not store any tools, equipment or material overnight inside a distribution substation.
2.3.2 If inflammable substances/materials are required for the defect repair/works, only adequate quantity for daily use and with legislative required labels should be brought into a substation.
2.3.3 The mixing of cement sand mortar for the purpose of civil defect repair inside a substation is not allowed.
2.4 A 13 ampere socket outlet is available in distribution substation which may be used by the contractor for the purpose of defect repair/work in s substation. Only designated socket can be used.
2.5 Substation Fire Fighting/Fire Defection System
2.5.1 Only registered fire services contractor should be employed for carrying out work on the fire fighting/fire detection system in a distribution substation.
2.5.2 Before any modifications to existing fire services installation are carried out, prior approval from Fire Services Department must be obtained and the work should in compliance with the current General Specification for Fire Services Installation issued by the Authorities
2.6 Substation Ventilation System and Ventilation Louvres
2.6.1 The required air flow rates for substation with one and two transformers are 4500 /hr and 7000 /hr respectively. Details of ventilation system requirements could be obtained from HEC and the followings are only general requirements for quick reference.

2.6.2 In case of defective ventilation fan replacement, the new ventilation fan(s) should be installed at its original position and level which shall be away from and not directly above any HEC apparatus/equipment. If new ventilation duct work is required, prior approval on its duct work routing must be obtained from HEC.
2.6.3 Noise level from substation ventilation system must not exceed the limits stipulated in Noise Control Ordinance.
2.6.4 Ventilation louvres and its frame should preferably be made of grade 316 stainless steel with thickness of not less than 1.5mm.
2.6.5 Lower louvres at ground level substation should be installed with a wire mesh of grid size 10mm x 10mm and made from stainless steel wire of grade 316 and not thinner than 14 SWG. The wire mesh should be removable with slot-in arrangement and overall weight of each wire mesh shall not exceed 25 kg. Gap between wire mesh and louvres should not exceed 10mm.
2.7 Substation Conduits
2.7.1 Conduits should not traverse low voltage busbar route and any HEC equipment inside a substation.
2.7.2 Conduits may be metallic or PVC and it shall be anchored to ceiling/side wall at interval of not more than 1200mm by concrete anchor or similar device. Raw plug or wood plug for anchoring conduits is not acceptable.
2.7.3 All electrical metal conduits shall be continuous with good electrical joints at junction boxes and couplings.
3 CHARGING FOR PROVISION OF SUBSTATION ACCESS SERVICES
3.1 Provision of substation access and Work Inspector services for the customer to maintain the condition of substation shall normally be free of charge. However, when at the request of customer, that the work is required to be carried out outside normal office hours as stated in Clause 1.8.3, a service charge will be applied. The contractor will be advised whether service charge will be levies at the time of application of Works Inspector service.
3.2 In addition to the above, HEC will consider to recover the cost of Works Inspector services under, but not limited to, the following conditions:
3.2.1 The work is not carried out in a continuous manner and the daily working hours is less than that stipulated in Clause 1.8.4, or
3.2.2 Cancellation of Works Inspector service without advance notification to HEC, or
3.2.3 Repeated requests to the substation for rectification/making good of defect introduced by the customer�s recent work.
