Yeah, I had also heard that which is why I was surprised to hear that from someone so senior. At the time it had never been tested but I think a single mum was either seriously ill or forced into a rehab leaving a little girl on her own and at the same time another single mum topped herself.

I think that when it actually came down to it, maybe they had a rethink
