Subject: I stand by my initial interpretation of Inara's kit.

After another viewing, I stand by my initial impression. It wasn't a suicide kit. The way I'm hearing the conversation, it runs something like this

Inara: It's just a standard companion immunization package, I'm not sure it will help, but . . .

Simon: It won't hurt. Supplies down there are pretty rudimentary.

An _immunization_ package makes more sense than a _euthanization_ package as standard issue for companions. One can assume STDs are no more benign in the future and that regular doses of vaccine updates and/or broad-spectrum antibiotics would be useful in a companion's line of work. Since the doctor said this line in reference to helping Kaylee recover, not in reference to the impending Reaver invasion, I stand by my initial impression.
