I consider the fact that Crow continued defiance of Mal while Jayne did not makes a large part of the difference. Plus, killing someone you know and kinda like is a much colder thing to do, whether or not it is any different morally.

As for Jayne being able to get off at any port, it covers that right in the theme song "There's nowhere else that I can be, since I found Serenity". I think, to a certain extent, the characters are to a certain extent stuck together. You wanna bet that shooting his former employer in the leg and hooking up with the enemy counts as burning a few bridges?
