CLinton Triumphant and Embattled
*Budget Surplses
-domestic agenda
-tax cut/tax credits to target middle-class
-designed to help them educate their children
-a plan for a balance budget
-generated 1st surplus in 30 yrs.
-this made him popular
-popularity important b/c of his scandales: Whitewater,Paula Jones,& Monica Lewinsky
*Monica Lewinsky
-young white house intern
-caught in a scandel w/ the prez.
-Lewinsky said:"that he(clinton) had lied about it in his depostion before Jones's attorneys,& that he had encouraged Lewinsky to do the same"
*Kenneth Starr
-investigated the Whitewater matter
-wanted to prove that Clinton lied under oath and had others do so too
-prez. denied it/ public backed him
*Lewinsky Scandal
-she struck a deal to testify to what happend
-Clinton was subpoenaed
-then he admitted to having improper relations w/ Lewinsky
*Mid-term Gains for Democrats
-1998 congressional elections:issue of impeachment of CLinton
-Republicans:thought the scandal would help them gain
-Democrats:believed publics opposition to impeachment would damage the Rep.
-Dem. were right
-Rep. lost 10 seats in the house

The Election of 2000
*George W. Bush vs. AL Gore
-Bush used his famous name to over come John McCain
-Vice President Al GOre easily beat Bill Bradley
-voters found them bland
-it was a tight race
-on election night they were short 270 electoral votes to see who would win Florida
*Florida
-one point Gore won
-then it was retracted
- next 2 days there was a recount
-punch cards were the problem
-not punched all the way through & machines could not read them\
-In Palm Beach County: voters confused & punched the wrong hole
*Katherine Harris
-Republican Secretary of State
-refused to authorize recounts and declined a deadline for making an official certification
-Gore petitioned Flordia Supreme COurt to require Harris to permit the hand recounts & accept them after the deadline
-Harris said Bush winner of Florida
-GOre contested the results
-FL. Supreme COurt called for a hand recount
*Suprem Court's Decision
-Bush wins

Globalization
-presure of international compettion
-endo of the 1970's world had intruded on American economy in profound ways
-exports in 2000 to $789 billion
-imports in 200 $1.2 trillion
-in 2000 automobile industry only had 21.5%
-American Free Trade Agreement and General Agreement on Trade and Tariffs
-they were the boldest in lowering trade barriers
-lost jobs in industrial work plces
-bulding companies in Mexico,Asia,& other lower-wage countries
