In fact, Canada could grant citizenship to all Britons, Australians and New Zealanders. That would get things off the ground equally well.

Australia and New Zealand already have reciprocal rights.

However, I feel you are right in your assessment of the present probability of such an occurrence, given that the UK is currently in the process of kicking out Commonwealth servicemen.
