The indigenous peoples, such as the Cree and Montegnais, live in remote areas of the north and are rather insular. The real target of Bill 101 is the anglophone population. Yes, there is a jurisdiction within the British Commonwealth where the outward display of the English language on outdoor signs will get you a fine!
