roads and streets flood. We were caught in one a couple years ago and my middle daughter lived there for 1 1/2 years in tempe aZ which is a bedroom community for Phoenix she sent us pictures of all the flooded main roads etc. Sometimes the tropical storms move up from the s part of n american and the desert is caught up in it. We were also at borrego springs a few days one winter stayed at the country club the area was flooded very badly.
As far as people moving out of the storms way in western wa get real there is no place for them to stay short of the midwest and they would have to travel thru many snowy mts passes which could be closed as happened this last time due to wind and snow. You evidently have never been in the pac nw or you would not come up with this far out junk
