You can usually find someone selling it at the West Brit bank or if you look around for player vendors sometimes sell a piece here or there. I was able to pick the stuff I got for 3k a yard.

It is not necessary that you use Ice White as one of your guild colors. You can use the regular white from the tubs purchased from the NPC's
