Subject: Leaking radiator (cap)--4108

I’m having a couple problems with my Perkins 4108 fresh water coolant tank. The problems are at the radiator cap.

1) It leaks and has for some time. I thought this was due to a broken seat on the radiator cap (it was, in fact, broken). I’ve replaced the old 14 pound cap with a new cap of several different spring pressures, but am now using a cap of 4 pounds spring pressure. It leaks less than when it had a new cap of 7 pounds spring pressure.
2) I recently attached an overflow tank to the overflow hose attached to the radiator neck. Though liquid flows to this bottle when the engine is running, it does NOT flow back into the tank when the engine cools.

To me this implies that the neck is corroded and has a pinhole leak near the cap.

Is this a fair conclusion?

How do I test for this?
If the tank is leaking, can I fix it or do I need to replace the tank?
Should the fluid flow back from the overflow tank into the coolant tank as the engine cools?
What spring pressure, in pounds, is appropriate for the 4108?
