Many employers look at it this way: a compensation package for a job is composed of many things, including salary and benefits. And most feel that if they offer more benefits, then they do not have to offer as high of a salary. That is why many businesses offer on-site day care at low or no cost to their employees. It is a benefit, and many moms would be willing to take a slightly lower salary in order to have their children close where they could pop in and see them on a break or lunch hour. So they view it the same way if you bring your child. Each family is different.
