First, make sure you're signed in to Livejournal. Then:

The option is at the very top of the page.

It says:
"Community Info
Community Information

Below is information about the "fresno_goth" community on LiveJournal. To join this community, click here. You may leave the community at any time."

Then it's got the "friendlist", etc options beneath it. Click under the "to join this community, click here".

I had problems joining communities the first time, too.
