Neighbor - you are right, it isn't the responsibility of the home owners to confront issues like these, that is why the association management and the board are in place. the problem is the police are called, sometimes taking 45-90 minutes to show up depending on the night, and when they get here, they either will not or cannot by law do anything. They leave - and the issue resumes the second the patrol car has left the area. So we are forced to make decisions that might not please the entire neighborhood, but will assist in solving a problem.
