You do not say whether there are other problems as well as memorizing, so I can only suggest a few things.

He needs to review his methods of learning. If he is having trouble taking information from a book then tell him to try reading it aloud to himself or getting someone else to read it to him. There is software that will help ( Texthelp Read and Write Gold ) but it is not cheap. It allows you to scan in books and will read it back to you.

He could also record himself or someone else reading the book and then keep playing that back to reinforce his learning by repetition. ( The Olympus DM450 recorder is the one mainly used in the UK). He could also record lectures so that he can play them back at his leisure.

Also there are different methods of reading, (eg scanning, speed reading, skimming) so he may find that different methods of reading may help.

Does he have problems with structuring essays or notes, then the software 'Inspiration' might be worth looking at. It allows you to put down random ideas as they come to you and then structure them into order before transferring them into Microsoft Word..

Does he have problems reading? Sometimes the use of coloured filters can help to take away the glare of the page and make it easier and less stressful. ( Meares Ihrlen Syndrome)

It is quite usual for an arts college to have a higher proportion of dyslexics than other colleges. I am surprised that there is no learning support mechanism at the college to help him explore methods of learning. I am sure he is not the only one struggling there.
