He uses the idea to say that if you are a powerful person u have to commit a crime to sustain your power. According to his theory extraordinary people can commit crimes without being penalized. I think that his ideas are true but not for the same reasons. If you are extraordinary you usually have to break a law to get what you want but that doesn't mean that you shouldn't be penalized.
