I don't like the idea of linking it to the initiative. I (and I think most others) have had enough of them. The initiative is dead and buried, lets leave it that way.
I don't think Xander would EVER take Dawn to Willie's.
However, with a bit of work I think it could make a cool ep (or two). I would rather see Doc as the guy orchestrating the whole thing though. I can see the ep ending with the group returning to base and then Doc turning around to greet them with that creepy smile of his.
Or
Ethan Rayne. With being taken by the initiative, it would give it a link back to them, but nothing too important.
However I can't see either really being a big Xander arc, Ethan would be more of a Giles arc, where Doc would be more of a Spike one

Would Xander really pay Doc or Ethan to do this? That was why I had the idea of the Initative scientist, someone that was human and Xander would trust. Also, the fact that she is from the Initiative would only be very small plot point - just as an explanation of how she knows the scientific stuff, and the demon biology. She'd be acting seperately from the Govt., so it wouldn't really be a return to the Initative storyline.
And Xander taking Dawn to Willie's. Why not? She'd be turning 18 in S8! We've gotta remember, she isn't a little girl in our season, she's growing up.

I meant not include Xander at all, I don't think it would make sense to have him going to anyone without telling Buffy, and I'd say the same for Dawn as well. And if he did tell Buffy, I know she wouldn't go for it.
While I think a Xander arc is long overdue, I just don't think this is it.

It would mean dealing with someone who was formerly with the Initiative, and Buffy would be very wary about trusting them with anything this important. And Dawn would be backing Xander, because she can see how tiring dealing with such a large number of vampires is making Buffy.
And to be honest, not including a Scooby in making the deal kinda negates the point of the episode. We're left with a parting shot of Doc helping out the Initative scientist at the end of one episode early/mid-season, then we come back to it much later. Leave the audience guessing as to why Doc is involved. If a Scoob wasn't involved, then the surprise (and the finger-pointing) won't be as effective later in the season.
Also, maybe Doc could actually be one of the Horsemen? Isn't one of them all about Plague? This virus that Doc releases would effectively enhance this growing plague of vampires that is spreading.

Yeah, but you think Xander would do that if he knew she was initiative? You think he's that stupid? I'm not saying it's a bad idea, but it doesn't exactly seem an in-character thing for him to do.
Also, don't forget that in America legal drinking age is 21, not 18, so Dawn would still be 3 years under the limit.
