Emma obviously did not pay attention or could read the banner. There was never a Miss Capital City -- crowned in Wisconsin---it was Miss Madison-Capital City!, 11:26:07 09/17/23 Sun
- The only possible answer----McKenna Holly Collins (Miss Madison C-C 2017) -- whose sister was Miss Madison Teen 2017, Keeley Collins, 12:00:45 09/17/23 Sun
