You act like these locals have all kinds of money to send multiple girls to state. And especially an open like Harbor Cities probably has enough on their plate without crowning another titleholder. Unlike several MN locals who crown multiple titleholders when they only have a handful of contestants, Wisconsin does it the RIGHT way. Ultimately, it's up to the directors and isn't something you should be concerned about.
