Pretty damn comprehensive assessment of the US school scene as of late, nice one. I'm impressed.
Here is my $.02 on what I know. My boys in Chattanooga have seen a couple of up's and downs. I myself made no huge improvements like Pistol or Bohan, but got faster, set new PB's and much more consistent and I think the time left me in good position to further pursue running out of university. I also had a great time, got an undergraduate and a masters degree, got to go to one NCAA's XC (yes, we got 31st, I dropped out at the mile sick and choking simulataneously), and we won our conference in XC my last two years (even though it wasnt the Big Ten or Big East it was still a great feeling).
Right now we have had some strong signings and some kids starting to run well. The three freshman they signed (Koscis, Burns and Moulton) have all started slow or been injured but have been given a year to adjust and get there stuff in order. Ryan Kendall is a sophmore and ran 4:08 indoors and will probably get into the 1:50, 3:45 region outdoors. I think he ran 3:55 and 1:55 in HS. Curtis Gadula has shaped into a strong 8:20's guy whom I think will run 14:20ish and sub 3:50 outdoors. He was 4:00 and 8:32 out of H.S. Aaron Prieur left the tundra of Laurentian to the relative tropics of Chatt and PB'd in the indoor 800/mile and outdoor 1500 in his first year and I think again this year. So we havent had superb times, but mainly good improvements. I still in good conscience tell kids to go there if they think it will be a good fit and don't regret my decision at all, so that must count for something.
Some of the other schools are hard to compare just because of the type of recruits they get and the atmosphere. Hood, Bunston, Kaley and Link have all rounded into great runners but also where great runners going down, as was Cantin, Sullivan etc. Hayden was obviously good going into Nova as was Christiani, Krestena Sullivan and Carmen Douma, although I think Douma got much better once there. Providence did a great job with Sarah Dupre, and Sherri smith is a girl who went to HS across the street and was nothing special but turned it up a notch after transferring to Baylor from somewhere else.
Memphis has had a number of guys leave (Gary Westgate, Simon Gron, Brian Stewart, etc.) But a buddy of mine from the TOC went there, came home to Western last year and went back again this year to Memphis and accuratley sums the whole situation as "It is what you make of it". Unless it is unbearable, any situation can be made better or worse depending on your attitude and commitment. People go to Arkansas and Stanford and suck, and some people go to small schools and turn out awesome (although I am stuck for a strong example at the moment, oops). Interesting topic and a good source of debate.

p.s. the spring has finally sprung here in my part of Canada and I ran in shorts and a t-shirt today in sunny 18degree weather for the first time since I can remeber. On a sad note the blinding glare from my pasty white legs and arms caused three car accidents. Shame really.
