As far as i know they can. Freddie Williams used to run Canadians (and win) when he had SA citizenship. Used to give Hoogeworf fits. National 10km, at least last yr and this yr, are international fields. Who really cares as long as they can't make the teams without can citizenship.
I think a lot of the anti foreigner sentiment in the US has a lot to do with road race $$$$$$, and foreigners 'stealing' scholarships. Hence upsetting some of the economic and developmental (ie can run for a living) facets of running. We don't have many/any foreigners taking away 'good' canadian athletic scholarships, and since we have so few $$$$ races......
