I am sorry but I disagree with you. Have you been to the county shelters lately, have you worked with rescue lately? I know you know how many animals are killed a year because the majority of people don't spay and neuter there pets? something has to be done, and I see this as a good start. they do need to make it so responsible breeders are still allowed to breed and do what they do best but only if they show proof of certain things, one being that dogs go on a spay and neuter contract something has to be done as this is costing our country millions of dollars and millions of animals are dying because of this.

I think that resonsible breeders will not like this law but hopefully they will make it possible for them to breed if they follow the rules to a "T" but I see this as a good thing for the average BYB!!!!
