It was Babylon 5, sorry, not LOTR. I've seen a few Silmarillion fics that deal with _very_ minor characters and do it well, though that would raise the question of how close characters in books can come to actually being Figwits. I'd think that even if they're a complete blank slate, they're still a _canonical_ blank slate and therefore have some kind of place in the canon universe which you could work from. Or, at the very least, they serve a role in canon which isn't just "Be pretty!"
