Most older controllers are simply ignorent to what a CTI program is. Its a Bachelor of Science degree in aeronautics with a major in air trafic control. While there is an issue I am sure with sending new grads right into a higher level facility that isnt the whole problem. By talking to vetern controllers at my facilty its clear that for decades there has been a harsh attitude toward trainees at many, but not all locations. The fact is that the CTI's arent the problem all the time, often its horrible trainers with bad attitudes that simply fail to adequetly train CTI's well enough to check out. A failure of a CTI is a failure of the training controller also a lot of the time the way I see it. Another problem is that when you send a cti grad to a higher facility they need more time to certify and often are being kicked to the curb way to early. This is wasting time, money, and people with potential. Yes some people dont have what it takes, but that number isnt as high as some vetern controllers want you to think. The fact is that many controllers can be trained they arent always just born with "what it takes". Theres a lot of vetern guys that walked in after the Patco strike with no ATC experience or college so theres no reason why CTI's with some ATC training and who worked very hard for a college degree should be looked down on.
