I have a 2003 Voyager and just had my cruise control completely checked out. The problem was the hand brake was not pressing the switch when disengaged which made the cruise control think the brake was depressed so it did not allow the cruise to engage electronically. Simple test; push the brake handle out ( forward ) while engaging the cruise. If it engages that is your problem. Most of the issues with cruise come down tot his.
