Yes that is the bleeder fitting on the water pump. The best way to flush the cooling system is get some cooling system flush from a automtive store and go by the directions, it will remove scale and other crap that just running a hose thru it will not get. the tubes in it are very small. And it will also flush the engine.. Otherwise if you have it off take it to a good radiator shop and have them flush it, and they have even better ways of cleaning it and they can check it for pressure & flow. And they can tell you if that is the problem or not. E-bay would be best place to find a used one but you would be wise to have it cleaned & checked. before you put that one on also. Check cap also for pressure..
