Not lined with anything, if you have no rust after that long of a time being empty , very lucky, it just did not ever have the chance to start. You can take the sender unit off & inspect the inside to see if you have any rust. Might be at the drain connection. There are liner processes you can buy to clean & line the fuel tank.
