No wonder I couldn't recall an Arsenal cup tie! That disparity in being drawn against Spurs and not Arse, over more than a century, is mathematically quite freakish, isn't it?, yet surely not suspectable as contrived. So maybe other such patterns in cup draws in general -- ManU often being cited -- are innocently freakish too and it's nothing to do with (oo-er missus) warm balls. - We should, roughly have played each club 8 to 9 times in cup competitions. So whilst Arsenal are an outlier (significantly so), Spurs are probably just on the upper edges of what you'd expect. For context, we've played 15 ties against United and Liverpool (a run of 9 games consecutively vs them in the league cup straddling the 80's and 90's). Chelsea, with 13 are the other side on the high side, i'm struggling to find many others in double figures.
