That would be considered sexual abuse now. Apparently a woman can get pregnant within 3 weeks of giving birth, but the risk of miscarriage is quite high. It could be that they acquired children from other family members or people known to them. That wasn't unusual in days gone by. Infant mortality was much higher back in the day so families had high numbers of children in the knowledge that several would almost certainly not live to adulthood. 19 seems exceptional but I know one of my great grandmothers had 10.
