Yes Paul wasn't pre-born. This only means that he had time to develope a self awareness and develope preconseptions about the way things should be. Leto never really had time to develope a self seperate from his other memory. In fact he had to make a deal with an anscestor within is other memory just to keep them all from taking over his mind. This means that the Golden Path was an easier step for Leto to take because he could always could see it in the future as a possible choice. It was always with him from birth to death. You see, pre-born only means that one becomes aware(not nesessarily self-aware) within the womb. Due to the Agony, Leto along with Ghanima gains access to other memory and gains all the knowlege of earlier direct line anscestors. Thereby becoming aware before birth. Paul was already self-aware before taking the water of life. This is why I feel it Paul didn't want to face future possibilities that were just too painfull to consider. This is also why Leto was more confident. He never had a life away from the other memory and being able to see the future. The choices were clear to him and he had always lived with them.

Anyway, this is my take on things.
