I don't believe it was the transmutation itself that took Paul so long. It was the fact that he became entranced by the future, the past, and the present all at once. Similar to how mentats could get lost in their calculations and predictions, Paul got lost in his visions. No other Bene GEsserit would have such complete vision. I don't think it was the actual transmutation.

Also, how often did JEssica exhibit using Other Memory, or any of the other Bene Gesserits? Not very often as I recall. So the fact the text doesn't explicitly state Paul uses other memory at such and such a point doesn't necessarily suggest to me that he doesn't have it.

Moreover, there is nothing to indicate that Paul taking the Water of Life is somehow vastly different than that of a Reverend Mother. He was a male Bene Gesserit was he not?
