If my race was being systematically exterminated I would consider it genocide.
If I wanted to fight back, in other words mount armed resistance, then it would be considered going to war.

The reason genocide is punishable as a War crime is because it is committed during war time. Genocide in and of itself, is NOT war. And war crimes are usually only prosecuted when those that are at "war" are states, that is politically sanctioned governments.

When something is a crime of war, that doesn't imply that the crime IS war.
Do I think Genocide is a deplorable crime? Yes. Do I think it should be punished? Absolutely.
Do I consider it a crime of "war"? In most cases.
Do I consider it the same thing as War? No. It is slightly different.
Take for example the Pogroms against Russian Jews during the late 1800's and early 1900's. These organized massacres of the Jewish people were encouraged by the government of the same country in which those people lived. No one considered it war, not the czarist government who encouraged it, or the hapless victims. And no one went to war over it. The majority of Jews who weren't killed fled. Talk to any survivor of these happenings or the of Holocaust. When they refer to them, they use the words "Holocaust" "Genocide" or "Pogrom" to describe them. They don't say that these acts were simply war because they are not. As you yourself said, they are worse than war. War is a specific state of conflict or fighting. It implies two sides involved in aggression. These pogroms were systematic slaughterings.
Systematic slaughtering is not war. It should constitute grounds for going to war in my opinion, but itself is not war.

If humans start slaughtering cows indiscriminately in order to wipe them off the face of the earth, it is genocide (well genocide only involves people, but you get the idea). If the cows arm themselves and start fighting back, then you have war.

I am just saying there are differences between the words.
"Conflict" is not exactly the same as "fighting" which isn't exactly the same as "war" which in turn isn't exactly the same thing as "genocide". They are all related for sure, but aren't the same thing.
