Well, if we say that you fly to Heathrow then the motarway is right next to it, but even then you'd be looking at a 3 hour drive to Birmingham (unless you travel at night/the wee hours of the morning).

If you were stopping over very briefly, a day perhaps, then you could easily spend that walking round London (prepare yourself for sore feet!) and even then you may not get round all of it but big cities are all much of a muchness so you won't miss much not getting round the whole place. I've not been around Birmingham so, can't tell you anything about that I'm afraid.
