I always thought that the Cruciamentum was a way for the council to reimpose there will on the slayer. At 18 she would have been fighting for 3 or 4 years and if tough enough to survive would start having a mind of her own. So you give her a 'Test' that emphasizes her vulnerability
and dependence on the council. And remember it was also a test for the watcher who failed if he/she was to emotionally attached to the slayer. Insuring that her loyalty would be to the Watchers Council not to a Watcher.
