I think it's safe to say that there are Hellmouths located all over the world. They are basically like acupoints or chakras, except, you know, Evil. Points of energy/dimensional bleeding which attract evil and mystical occurences.
Buffy was fated to be present at the Sunnydale Hellmouth in order to be its guardian-most Slayers go where they are needed at any particular time (hence Kendra and Faith), but it seems Buffy had a special purpose.
