In Lessons, Xander comes by w/the blueprints of both the new & the old SD HS on Dawn's 1st day there:

And since the bathroom floor collapsed because of supernatural influence, not defective construction, I don't think Xander can be blamed for "questionable workmanship." Speaking of which, he was never portrayed as less than competent at his construction job, so why do you say he'd have installed the seal upside down?
